Ballymore appointed to complete South Kilburn regeneration
Developer to take over final phases of scheme aiming to deliver 2,400 homes, replacing 1960s housing stock.
Incident → evidence → outcomeBrent Council has selected Ballymore as the sole developer for the final stages of the South Kilburn Regeneration Programme. This decision, pending a call-in period, aims to move the stalled project forward. Previous developers faced difficulties due to economic conditions and viability issues, leading to delays and reports of poor build quality in completed sections.
Addressing Delays and Resident Concerns
The regeneration scheme intends to replace the existing 1960s housing stock with around 2,400 new homes. Of these, more than 1,400 are designated for current South Kilburn residents. The original target for completion was summer 2029, but some developments have yet to begin construction. To date, the programme has delivered 1,954 homes, including 1,239 social rent units.
Vacant blocks such as Hereford House and Exeter Court, where construction is due to start in 2026, have become sites for fly-tipping and squatting since residents moved out in 2021. Broken fence panels have reportedly facilitated trespassers. These sites are planned to deliver 250 new homes, with 109 for social rent, alongside a new park and retail space.
Future Developments and Community Garden Opposition
Ballymore is also earmarked to develop the Queens Park and Cullen House site, which will provide 137 new homes, with 35% for secure tenants. Demolition of existing buildings is anticipated by March 2027, followed by redevelopment exploration. The North West Quarter development, with targets for completion by the end of 2026, includes new homes, a health centre, and local amenities.
At the Carlton Centre and Granville Centre, new council homes are set to be completed by Ballymore by late 2026. However, a community campaign is opposing the redevelopment of the Granville Rec community garden, which is planned to be replaced by the new Granville Urban Park. Users of the garden have advocated for the preservation of the biodiverse space.
Councillor Matt Kelcher, Brent Council's Cabinet Member for Regeneration and Planning, stated that the programme is vital for creating modern homes and building a new community. He added that the partnership with Ballymore would accelerate the delivery of the final phases. Local Green Party councillors expressed hope that Ballymore would avoid the failings of previous developers, citing issues such as water penetration, damp, mould, and fire safety concerns in earlier phases.
Next Steps
The appointment of Ballymore is subject to a call-in period. Following this, the developer is expected to engage with local residents regarding their 10-year social value strategy.
