Firm and directors fined £21,807 for fly-tipping at Redbridge nature reserve

A property firm and its directors have been fined more than £20,000 for fly-tipping waste at Aldborough Hall Nature Reserve in Redbridge. RCGY Prop Ltd, based in Leyton, along with directors Hasan Yaman, 30, of Leyton, and Ruhui Chowdhury, 37, of Enfield, pleaded guilty to two offences under the Environmental Protection Act 1990. The total penalties, including victim surcharges and council costs, amounted to £21,807.

Investigation and Discovery

Redbridge Council's neighbourhood enforcement team was alerted to the fly-tip by members of the public. Upon arrival, officers discovered piles of construction waste, mattresses, rugs, a large sofa, and commercial waste bags. A suitcase containing personal documents was also found. The investigation traced the dumped waste back to a property in Fulham that had been purchased by RCGY Prop Ltd.

The company and its directors were prosecuted for failing to take measures to prevent contraventions when managing extractive waste and for failing to comply with requirements to produce waste transfer notes. They appeared at Barkingside Magistrates’ Court on August 4, where both directors entered guilty pleas.

Council Response

Councillor Sunny Brar, cabinet member for enforcement, community safety and cohesion at Redbridge Council, stated that dumping waste in nature reserves is a "disgraceful act that damages the environment, harms wildlife, and undermines the efforts of our local communities." He added that Redbridge Council "does not tolerate fly-tipping and will continue to take robust action and use the full weight of the law against those who damage our environment and blight our borough."

Councillor Brar also praised the council's Neighbourhood Enforcement Team, describing the prosecution as a "testament to the dedication, professionalism, and meticulous work" of the officers involved. He highlighted the effort in examining the waste and piecing together evidence to build a strong case.
