Greenwich fly-tipper fined £1,000 after dashcam footage provided

A fly-tipper has been fined £1,000 for dumping waste in the Avery Hill area of Greenwich. Greenwich Council officers issued a Fixed Penalty Notice after receiving dashcam footage from a local resident. The household that provided the evidence has been rewarded £100 under the council’s fly-tipping reward scheme.

Dashcam Footage Secures Penalty

The offender was identified after residents came forward with video evidence. Initially, large items including a mattress were captured being dumped from a vehicle in Avery Hill, but the registration plate was not visible. Greenwich Council officers conducted enquiries and obtained dashcam footage from the same household which clearly showed the vehicle's registration number. This enabled them to trace the owner and issue the penalty notice, which has since been paid in full.

Councillor Calum O'Byrne Mulligan, cabinet member for climate action, sustainability and transport, stated that the council is increasing fly-tipping enforcement and will continue to catch those who blight communities. He highlighted the £100 reward scheme as a reflection of the council working with residents. He also encouraged more residents to share evidence, such as doorbell camera footage, dashcam recordings, or photos of registration plates, to help hold offenders to account.

Council's Wider Crackdown

The household that provided the dashcam footage is one of six residents who have received payments through the reward scheme for information leading to enforcement action. Greenwich Council has issued more than 1,040 fines for fly-tipping this year as part of a wider crackdown. This enforcement work is part of the council’s £5 million Getting Things Done programme, which aims to keep streets cleaner by punishing fly-tippers, improving clean-up operations, and making legal waste disposal easier for residents.

The council recommends using its bulky waste collection service or visiting the Reuse and Recycling Centre for proper disposal of unwanted items. Evidence can be submitted through the council’s online form, provided it is unedited and clearly shows the date and time of the incident.
