Martin Stokes fined £3,905 for fly-tipping at Barkingside bingo hall

Barkingside residents will see £3,905 returned to Redbridge Council after a court ordered Martin Stokes to pay for dumping waste outside Buzz Bingo Hall. The 30-year-old, from Birmingham, was prosecuted in his absence at Barkingside Magistrates' Court on 16 June.

The court heard Stokes had ignored a £1,000 fixed penalty notice issued last year for failing to identify the driver of a yellow van caught on CCTV. Council officers used the footage to trace the vehicle’s registration and link it to Stokes.

Waste included mattresses and a fridge freezer

The rubbish left in the car park included mattresses, a fridge freezer, glass panels and cardboard. Redbridge Council said the cost of clearing the site was added to the total fine, along with court and council costs.

CCTV footage showed two people unloading the waste from the van before driving away. The council said Stokes had been fined more than £2,000 for two other fly-tipping offences in Redbridge last year.

Council vows to prosecute offenders

Councillor Sunny Brar, Redbridge Council’s cabinet member for environment and civic pride, said the prosecution sent a clear message. He confirmed the council would continue to pursue fly-tippers to prevent public funds being spent on clearing illegal waste.

Residents can report fly-tipping in Redbridge through the council’s website or by calling its enforcement team. The council said it investigates all reports and uses CCTV and other evidence to identify offenders.

What happens next

Stokes has 28 days from the court order to pay the £3,905 fine. If he fails to do so, Redbridge Council can apply to the court for enforcement action, which may include bailiffs or further prosecution.

The council said it will monitor the site and other known fly-tipping hotspots in Barkingside. It urged residents to report any suspicious activity or dumped waste immediately.
