Norbury chicken shop faces late-night opening objections

A new chicken shop, Hot Birdies Ltd, is seeking permission to operate from 11pm to 2am seven days a week in Norbury, Croydon. The application for a late-night refreshment licence has drawn objections from residents and local councillors who fear it will worsen existing problems with noise, anti-social behaviour, and litter on London Road.

Concerns over late-night impact

Residents have expressed concerns that the area is becoming a "dumping ground for late-night takeaways." One resident living above the proposed site, formerly a Lloyds Bank at 1433 London Road, told MyLondon that they are experiencing "constant sleep deprivation." Other neighbours have raised issues with litter, loitering customers, and blocked driveways. Objections also highlighted instances of abuse and threats of violence when residents have asked for music to be turned down or for customers to move.

A joint objection from Labour councillors, including Norbury and Pollards Hill representative Leila Ben-Hassel, also stated that delivery drivers operate "with no regard for the residents sleeping above." The councillors argued that the principle of the Cumulative Impact Assessment Area, designated due to high levels of crime and alcohol-related disorder, should apply to prevent further late-night saturation.

Applicant's proposed conditions

Hot Birdies Ltd has stated that it will not sell alcohol. Following discussions with the Metropolitan Police, the company has offered management conditions. These include operating a 24-hour CCTV system and conducting regular litter patrols in the vicinity. The company also proposed a strict policy for delivery drivers, requiring them to wait quietly inside and switch off their engines upon arrival. Hot Birdies Ltd argues that the takeaway will bring investment to a vacant unit, create local jobs, and increase footfall during quieter periods.

Next steps

The licensing committee is scheduled to consider the application on September 15. A final decision is expected within five working days of that meeting.
