The animal welfare charity RSPCA is asking for public assistance to identify a man and a dog seen in footage where the animal appears to be dragged along a street in East London. The incident is believed to have taken place in June at the junction of Tredegar Road and Mostyn Grove in Bow.

Distressing footage emerges

Video footage, which has been shared online, shows a collapsed white and brown bulldog being pulled along the pavement on its stomach. The dog was also wearing a veterinary cone collar, indicating it had recently received medical attention. The footage was investigated by an online sleuth whose own video of the incident gained significant attention.

RSPCA appeal for information

Patrick Bulley, Intelligence Unit Supervisor at the RSPCA, stated that the charity has been following its own lines of inquiry and is now hoping the public can help. He described the footage as "very upsetting" and noted the added concern of the dog wearing a veterinary cone. The RSPCA is appealing for witnesses, anyone who recognises the dog, or the individual who filmed the clip to come forward.

Individuals with any information that could assist the investigation are asked to contact the RSPCA on 0300 123 8018. They should quote reference number 1838213 when making contact.
