Shepherd's Bush and White City PSPO extended after resident support

Hammersmith and Fulham Council has expanded its Public Spaces Protection Order (PSPO) to cover additional areas in Shepherd's Bush and White City. The decision follows a consultation where 107 out of 121 responses supported the extension. The order, which bans the use of loudspeakers and amplifiers in public spaces, will now include a larger section of Goldhawk Road and Uxbridge Road, extending as far as Coningham Road.

The council said the move was in response to an increasing number of complaints about anti-social behaviour and noise nuisance in areas not previously covered. Residents reported groups blocking pavements, playing loud music, and engaging in rowdy behaviour. The extended PSPO will remain in force until 23 June 2028 and is expected to be formally introduced within the next few weeks.

Fines and enforcement

Those found breaching the PSPO can be fined up to £100, though this is reduced to £60 if paid within 10 days. The council has acknowledged concerns about enforcement, with some residents reporting a lack of action from the Law Enforcement Team and the Metropolitan Police when noise complaints were made.

Emma Heath, who runs The Green and The White Horse pubs on Uxbridge Road, said she supports the extension but stressed the need for enforcement. She said groups have gathered near Lime Grove with little consequence. A resident who gave only her first name, Angela, said the area suffers from persistent noise and anti-social behaviour, leaving residents with few safe options when navigating the streets.

What happens next

The council said the PSPO will be formally introduced in the coming weeks. Cllr Lisa Homan added that the council is now consulting on a street drinking ban, with residents invited to share their views before the consultation closes in September. The council has previously used PSPOs to address noise complaints, with reports of such issues dropping across the borough since 2016.
