Dozens of families whose children were harmed by nursery worker Vincent Chan are demanding a full independent investigation into why he was permitted to continue working with young children after concerns were raised in 2021. Chan was jailed for 18 years in February after admitting 56 sexual offences against children in his care at the Bright Horizons nursery on Finchley Road in West Hampstead. Prosecutors described him as a "prolific sexual predator".

Concerns raised and investigated

The latest revelations concern a complaint made in 2021, three years before Chan was reported to the Metropolitan Police. Reports indicate that Bright Horizons investigated concerns about his conduct, with oversight from Camden Council's safeguarding team. However, the matter was not referred to the police, and Chan subsequently returned to his role caring for children.

This disclosure has angered many of the affected families, with more than 50 stating in a joint statement that they want "a full and independent account of what happened, who knew what, when they knew it and why these decisions were made", as reported by the BBC. One father, speaking anonymously, expressed shock, saying: "We think this was an opportunity to stop this man and his vile behaviour years before this happened to our children."

Legal action and ongoing review

Lawyers representing the families are seeking answers regarding the handling of the 2021 complaint. Alison Millar, a solicitor for a number of parents, stated that families need to understand what was known about Chan and how he was cleared to return to work with children. She suggested these latest disclosures strengthen calls for a wider investigation into potential breaches of legal or safeguarding duties.

An independent Child Safeguarding Practice Review is currently underway and is expected to publish its findings in 2027. Camden Council has confirmed it has provided all relevant documents and information to the review team and stated its commitment to enhancing safeguarding arrangements. Bright Horizons has described itself as "appalled" by Chan's crimes and offered its thoughts to the affected families. The company is encouraging parents to share concerns with the ongoing review but has declined further comment while the process continues.

Calls for reform

The questions surrounding the handling of concerns about Chan are likely to increase scrutiny of safeguarding procedures in nurseries. Families are advocating for reforms, including the installation of CCTV in nursery rooms, stricter regulations on the use of digital devices, and improved whistleblowing protections.
