Barnet Council has successfully prosecuted two businesses for failing to comply with licensing regulations. Finchley Chicken Hub Ltd, trading as Chicken Hub, and its director, Toryalai Jabarkhel, faced legal action for displaying an unlicensed A-board. The council reported engaging with the business for over two years regarding the advertising board.

At Willesden Magistrates’ Court on 24th September 2026, both Finchley Chicken Hub Ltd and Mr Jabarkhel pleaded guilty. Mr Jabarkhel had reportedly falsely claimed to have applied for a licence. The company was ordered to pay a total of £2,375, and Mr Jabarkhel was fined £1,056.

Cattery owner disqualified

In a separate case heard earlier in September, Linda Finch-Mason, owner of a cattery in Muswell Hill, pleaded guilty to operating a cat-boarding activity without the necessary licence. The court heard that Ms Finch-Mason was aware a licence was required.

On 17th September 2026, Willesden Magistrates’ Court fined Ms Finch-Mason £120. She was also ordered to pay a £48 victim surcharge and £1,200 towards Barnet Council’s prosecution costs. Additionally, the court disqualified Ms Finch-Mason from dealing with animals for a period of three years.

Barnet Council leader Barry Rawlings commented on the outcomes, stating that while most businesses comply with regulations and receive support from council officers, action will be taken against those who disregard advice. 'These cases show that when someone repeatedly ignores that advice and continues to operate without the licences they need, we will take action,' Mr Rawlings said.

Businesses seeking information on licensing requirements or application processes can find details on the Barnet Council website.
