Six fined for blue badge misuse in Enfield

Misuse of deceased persons' badges
Michael Brennan, 67, from Enfield, was fined £300, a £120 victim surcharge, and £300 in costs for displaying a blue badge belonging to a deceased person on 12 December 2025. He admitted knowing the badge holder was deceased. Theothosai Menicou, also 67 and from Enfield, received a £110 fine, a £46 victim surcharge, and £110 in costs for using her late husband's blue badge on 10 December 2025. Her husband had died 18 months prior to the offence.
Other badge misuse offences
Mostapha Al-Turk, 53, of Winchmore Hill, was ordered to pay £300, a £120 victim surcharge, and £300 costs after displaying a blue badge that had been reported lost. The offence occurred on 17 December 2025 in New River Loop Car Park, Enfield. Idris Sahin, 51, from Chingford, was fined £348, a £139 victim surcharge, and £500 costs when a stolen badge was seized from his vehicle on 19 October 2025. Guney Yilmaz, 35, from Hertford, was fined £175, a £70 victim surcharge, and £175 costs for displaying a photocopied badge on 17 January 2026. Ann Jackson, 66, from Enfield, was fined £300, a £120 victim surcharge, and £300 costs for misusing a badge registered to a care home, which was intended only for transporting disabled people. This badge was misused to secure residential parking.
Council's stance on badge misuse
Cllr Maria Alexandrou, Cabinet Member for Environment at Enfield Council, stated the council has zero tolerance for blue badge misuse. She emphasised that using a badge that does not belong to the holder is fraud and will not be tolerated. Cllr Alexandrou added that individuals parking with fake or stolen badges face fines and criminal records. The council encourages residents to report any suspicions of blue badge misuse.
All six cases were heard on 9 July 2026 at Highbury Corner Magistrates' Court.
