A Hounslow Cabinet Member, either current or former, is subject to an ongoing internal investigation by the council concerning allegations of fraudulent activity and financial gain. The probe was prompted by a whistleblowing report submitted in May 2026 by a council employee. As of November 3, 2026, the investigation remains active, and no wrongdoing has been established.

Hounslow Council has declined to identify the Cabinet Member involved, stating that it does not comment on specific complaints. The report emerged ahead of the council's Audit and Governance Committee meeting. It is unclear whether the allegation pertains to a member of the previous Cabinet or the one appointed by Councillor Shantanu Rajawat, the Leader of the Council, following local elections in May 2026.

Concerns over transparency and confidence

Councillor Jack Emsley, Leader of the Hounslow Conservatives, expressed concern over the length of the investigation, suggesting it has been ongoing for over six months. He stated that such allegations raise questions about process and transparency, and that residents need to have confidence in those leading the borough's services. A spokesperson for Hounslow Labour responded that whistleblowing allegations are handled by an internal team and that the Labour Group is unaware of the specifics, supporting the completion of the internal process.

Increase in whistleblowing reports

The council's report indicates a substantial rise in whistleblowing activity through the Safecall system. Between August 1, 2025, and July 31, 2026, Hounslow Council received 17 Safecall reports, an increase from the three reports received in the preceding year. Safecall is an independent external service that allows staff to report concerns anonymously or openly via an online form or a 24-hour hotline.

These reports are forwarded to senior council officers for assessment and potential investigation. The council attributes the increase partly to multiple disclosures concerning the same issue and a rise in bullying-related reports. Even excluding cases related to a single issue, there was still a 233 per cent increase in reports. Of the concluded cases, most were unsubstantiated or resolved through the council’s Resolution Framework. Three cases, including the one involving the Cabinet Member, were still pending further information or resolution at the time of the report.
