Ex-officer Rikki Hall charged with rape and strangulation

Rikki Hall, a former constable with South Wales Police, has been charged with serious offences including two counts of rape and one count of non-fatal strangulation. The alleged incidents occurred in Swansea in February 2024, during the time Hall was serving as an officer. His resignation from the force took place while the Independent Office for Police Conduct (IOPC) conducted its investigation.

Further Charges and Court Appearance

In addition to the rape and strangulation charges, Hall, aged 33, faces accusations of possession of a firearm and two counts of misconduct in public office. The investigation was initiated in February 2024 after South Wales Police made a mandatory conduct referral to the IOPC. A comprehensive file of evidence was submitted to the Crown Prosecution Service (CPS) in February 2025. Following further inquiries, the CPS authorised the charges.

Hall is scheduled to appear at Bristol Magistrates’ Court on 27 August 2026. The IOPC stated that Hall was based in Swansea during his service with South Wales Police.
