Two charged over Manchester Jewish community terror plot

They were charged on Friday with engaging in conduct in preparation for terrorist acts, according to Counter Terrorism Policing (CTP).
It is alleged that the two men were in contact with an overseas third party, potentially in Iran, in relation to the plot. Ahmadyan and Salehi are understood to have arrived in the UK via small boat in 2020 and 2023 respectively. One has been granted asylum, while the other has a live asylum claim. Both men have been remanded in custody to appear at Westminster Magistrates’ Court on Saturday.
Allegations of preparation for terrorism
According to CTP, Salehi and Ahmadyan, on or before September 20 2026, engaged in conduct with the intention of committing acts of terrorism or assisting others to do so. This conduct is said to include communicating with others using encrypted applications to acquire components for a homemade explosive device. They are also accused of acquiring a document detailing how to make a bomb, obtaining video material with instructions for improvised explosive devices, and acquiring liquids, components, and equipment for their manufacture.
Further allegations state that the men used the internet to identify and research potential targets for attack, acquiring images, plans, and maps of these locations. They are also accused of conducting reconnaissance of potential attack sites. Searches were carried out at addresses in Epworth Street, Liverpool, and Lancaster Road, Salford, as part of the investigation.
Home Secretary's statement
Home Secretary Shabana Mahmood stated that these events serve as a reminder of the threats posed by terrorists and foreign state actors. She acknowledged the distress this news would cause to Jewish communities, particularly in Manchester, noting the anniversary of a terrorist attack at Heaton Park Synagogue. Ms Mahmood highlighted the suspects' arrival via small boat as a reason for continued work to tackle illegal migration.
Ms Mahmood added that it is no secret the UK faces threats from the Iranian regime, which targets Jewish communities and silences critics. She confirmed the government is responding with new powers and funding to disrupt hostile activity and expressed gratitude to police and intelligence agencies.
Police reassurance
Deputy Assistant Commissioner Vicki Evans of Counter Terrorism Policing confirmed the charges are extremely serious and resulted from a joint investigation with security services. She reiterated that there is no ongoing threat to the public related to this matter but urged vigilance. DAC Evans acknowledged the heightened concerns within the Jewish community, especially during the High Holy days and on the anniversary of the Heaton Park synagogue attack.
DAC Evans stated that CTP, working with national security partners, is using all capabilities to protect the UK from hostile acts, noting that this investigation is not connected to the RAF Fairford incident. She expressed hope that the swift action in this case demonstrates CTP's proactive approach. The investigation was supported by colleagues in North West, Greater Manchester Police, and Merseyside Police.
Greater Manchester Police Deputy Chief Constable Terry Woods assured communities that robust policing plans within Jewish communities will continue, with visible officers providing engagement and security. He confirmed ongoing collaboration with community leaders, the Community Security Trust, and Counter Terrorism Police London.
