IOPC probes police contact before man's canal death

The Independent Office for Police Conduct (IOPC) is investigating the circumstances surrounding the death of Karnell Kelly, 25, who died after entering the Grand Union Canal. Mr Kelly ran from Metropolitan Police officers on August 31 near Harrow Road and subsequently entered the canal. Officers and members of the public pulled him from the water, and police administered first aid at the scene. Mr Kelly was taken to hospital where he later died. HM Coroner has been informed.

Witness Appeal Issued

The IOPC has launched an appeal for witnesses and any video footage of the incident. Investigators are reviewing body-worn video from officers who pursued Mr Kelly down Hormead Road, W9. They are also seeking information from members of the public who were at the Notting Hill Carnival, or from nearby properties, boats and barges, who may have seen any part of the event. The IOPC has conducted a CCTV trawl and delivered leaflets to surrounding properties.

Amanda Rowe, IOPC director of engagement, stated: “We need to independently establish the exact circumstances of this incident given that he has died following an interaction with police officers.” She urged anyone with information to contact investigators via email at HormeadRoad@policeconduct.gov.uk.

Investigation Details

The IOPC began gathering information after being notified by the Metropolitan Police on August 31. Investigators attended the police post-incident procedure and took initial accounts from 10 officers, who are being treated as witnesses. Divers from the Met's Marine Policing Unit searched the canal area on September 2. The investigation is also seeking to establish the cause of injuries sustained by Mr Kelly and a Met officer while in the water. The IOPC has met with Mr Kelly's family to explain its role and will provide regular updates.
