Clifford Wilby guilty of harassing Stella Creasy on Victoria line train

A 63-year-old East London man has been found guilty of harassing Walthamstow MP Stella Creasy on a Victoria line train. Clifford Wilby was convicted of using threatening, abusive or insulting words or behaviour to cause harassment, alarm or distress. Deputy chief magistrate Tan Ikram adjourned sentencing until 8 September 2025 for pre-sentence reports.

The incident took place on 15 July 2025 between Walthamstow Central and Finsbury Park stations. Creasy told Westminster Magistrates’ Court that Wilby blocked her exit from the carriage, shouted about knife crime and her performance as an MP, and began filming her. She said she repeatedly asked him to stop and felt trapped in the enclosed space.

Passengers intervened as Wilby filmed Creasy

Creasy said other passengers noticed the confrontation and stepped in. One man told Wilby to leave her alone and positioned himself between them. A woman encouraged Creasy to sit near her for safety. Creasy said Wilby was much taller than her and appeared to loom over her as he became more agitated.

She told the court she believed the intervention of the two men allowed her to move to another door and exit the train at Finsbury Park. She said she was concerned Wilby might redirect his aggression toward the passengers who had tried to help her.

Previous encounter led to Zoom meeting termination

Prosecutor Sarah Madden told the court Wilby and Creasy had met before. In 2024, Creasy ended a Zoom meeting with Wilby after he made serious allegations, became abusive, and told her he had been diagnosed as a psychopath. Creasy said she had recognised Wilby’s face when she saw him on the train.

Ikram said Creasy had made her position clear by repeatedly asking Wilby to stop. He said the intervention of other passengers demonstrated their concern for her safety. The magistrate concluded that Wilby’s actions showed he intended to cause alarm and found him guilty.

What happens next

Wilby will be sentenced at Westminster Magistrates’ Court on 8 September 2025. The court will consider pre-sentence reports before deciding on a penalty. Creasy has not commented publicly since the verdict.
