Hammersmith and Fulham Council Considers E-bike Parking Changes on Matchdays

Hammersmith and Fulham Council is reviewing its approach to e-bike parking, particularly on days when professional football matches are held in the borough. Options being considered include the temporary suspension of existing car parking bays to create designated spaces for rental e-bikes. This potential change has prompted concern among local residents, who feel the burden of managing e-bike parking should fall on the operators and users rather than the community.

Resident Concerns Raised at Chelsea FC Meeting

Concerns were articulated at a recent residents meeting organised by Chelsea FC, where a council officer reportedly suggested that parking bays could be suspended on matchdays to facilitate e-bike use. Three attendees confirmed this suggestion. A representative for FulhamTogether, a group advocating for street protection, described residents' reactions as "very concerned" about the council's proposal to temporarily suspend parking on certain streets near the stadiums to create designated e-bike areas. The group highlighted existing issues with insufficient resident parking and recent permit cost increases, stating that residents feel the responsibility for e-bike parking should be with operators and riders.

FulhamTogether indicated that a meeting involving Fulham residents, parking officials, and councillors is scheduled to discuss the issue and explore practical solutions. The group also noted that for Chelsea Football Club, the council is examining streets off North End Road for potential e-bike parking arrangements.

Council Confirms Consultation Plans

A spokesperson for Hammersmith and Fulham Council stated that no definitive decisions have been reached regarding the e-bike parking proposals. The council confirmed that further consultation rounds are planned over the coming months. Previously, the authority conducted a consultation with residents and businesses concerning new locations for rental e-bike and e-scooter bays, some of which are proposed near the football stadiums.

Shared e-bike operators, including Voi, Bolt, Lime, and Forest, have been working with Hammersmith and Fulham Council on parking plans around the three stadiums in the borough. A spokesperson for Forest mentioned that these plans include providing additional temporary parking bays and ensuring adequate staffing on matchdays to manage demand. They added that as e-bikes gain popularity and clubs promote sustainable transport, increased parking capacity will be essential to accommodate demand and ensure e-bikes benefit both users and residents.

Broader E-bike Management in London

The discussions in Hammersmith and Fulham occur against a backdrop of wider efforts across London to manage e-bikes. A recent investigation by The Guardian revealed that London boroughs have seized over 3,000 e-bikes this year. This action is part of growing calls to prevent e-bikes from obstructing pavements. Kensington and Chelsea Council, for instance, confiscated more than 2,500 e-bikes between early 2025 and June 2026 due to them causing "immediate danger or significant obstruction".

Councillor Johnny Thalassites, Lead Member for Resident Services, Planning, and Enforcement, commented on the need for a balanced approach. He stated that while rental e-bikes are important for Londoners' mobility, this cannot compromise street safety and accessibility. Councillor Thalassites emphasised the need for operators to promptly clear obstructions, cover intervention costs, and promote considerate rider behaviour.
