Tower Hamlets Council is evaluating the introduction of designated parking zones for dockless hire bikes. This consideration follows a petition that brought attention to the issue of these bikes creating hazards on the borough's pavements. Campaigners have been raising concerns about bikes obstructing pedestrian pathways for approximately 18 months.

Pavement Obstructions and Campaigner Concerns

The petition, presented to the council on 7 October, stated that residents are not against cycling but are concerned about bikes being left in ways that impede safe movement. Specific issues were raised regarding the narrow pavements around Brick Lane in Spitalfields and Shoreditch. Abul Khair, one of the campaigners, told councillors that what might seem like a small inconvenience can become a significant barrier for many.

Mr Khair explained that for individuals using wheelchairs, parents with pushchairs, older people, and those with mobility challenges, a poorly parked bike can force them to leave the pavement and enter the road. He stated that he and other campaigners had been discussing the problem with senior council managers for the past 18 months, but had observed no progress.

Council's Proposed Solutions

In response to the petition, Tower Hamlets Council's Chief Executive, Stephen Halsey, confirmed that work on parking zones was underway. He indicated that the council was looking at options similar to those adopted by other inner London boroughs, such as Hackney and Islington, which have implemented designated parking areas for these bikes. Mr Halsey described this as the current focus for the council's efforts.

Campaigners had also proposed alternative enforcement measures. These included deploying antisocial behaviour enforcement officers to monitor problem areas and confiscate obstructive bikes, as well as establishing exclusion zones for dockless bikes. However, the council's immediate priority appears to be the implementation of designated parking zones.
