Westminster fines e-bike operators over £300,000
Council issues over 5,000 penalty notices and seizes more than 1,000 bikes for obstruction and safety concerns.
Westminster City Council has issued more than 5,000 Fixed Penalty Notices to e-bike operators in the 2026-27 financial year, a significant increase from the 1,259 fines issued in the previous year. This surge in enforcement action has resulted in over £300,000 being levied against dockless bike operators for fines and seizure costs. The council has also seized more than 1,000 dockless bikes this year, primarily due to obstruction and safety concerns on the borough's streets.
Crackdown on Bad Parking
The enforcement efforts are concentrated in areas with a high incidence of irresponsible dockless bike parking, with around 20 hotspots identified in wards including the West End and St James's. Caroline Sargent, Cabinet Member for Enforcement, stated that hundreds of bikes have been found seriously blocking roads, leading to the main seizure actions. While enforcement is borough-wide, these specific areas have been the primary focus for seizures to date.
Councillor Ellie Ormsby, Leader of the Opposition, commented that the number of seizures, equating to approximately six bikes per day, "barely scratches the surface" given the prevalence of e-bikes in Westminster. The council confirmed that all its inspectors have received training on issuing Fixed Penalty Notices, with two inspectors specifically dedicated to bike seizures.
Future Collaboration and Data Sharing
Westminster City Council is actively working with major e-bike operators to improve street safety and reduce obstructions. Officers are developing revised collaboration agreements that will mandate greater data-sharing and transparency from operators. These updated agreements aim to provide clearer operating requirements and impose stronger penalties for non-compliance in maintaining clear and safe streets.
The council also acknowledges the need for more designated parking bays to accommodate the increased demand for dockless bikes and to compensate for problematic bays that have been removed. This initiative is part of a broader strategy to manage the impact of shared mobility services on public spaces.
