Harem Ahmed Abwbaker has been sentenced to eight years in prison in Paris after being convicted of manslaughter. The conviction relates to the deaths of 27 people who were attempting to cross the Channel in November 2021. Most of the victims were Iraqi Kurds who drowned when their dinghy sank. The incident remains the deadliest Channel crossing involving small boats to date. Only two people survived the crossing, and four others are still missing.

Arrest and Extradition

The National Crime Agency (NCA) identified Abwbaker, aged 36, as one of the ringleaders of the people smuggling operation. He had reportedly smuggled himself into the UK inside a lorry. The NCA located Abwbaker at a hotel in Cheltenham and arrested him in November 2022. Following his arrest, he was subject to an extradition request by French authorities and appeared at Westminster Magistrates’ Court. He was subsequently extradited to France in July 2023.

Conviction and Sentencing

On 30 September 2026, Abwbaker was convicted following a French investigation supported by the NCA. French prosecutors stated that Abwbaker was a key ringleader of the people smuggling gang responsible for the crossing. The gang reportedly charged migrants approximately 3,000 euros each for the journey. Abwbaker received an eight-year prison sentence for manslaughter. Other individuals involved in the operation received sentences ranging from six to 10 years, with seven other people convicted of related offences.

Craig Turner, NCA deputy director of investigations, commented on the case, stating, "This was a tragic incident which starkly demonstrated the callous nature of the gangs involved in organising Channel boat crossings. Abwbaker and his co-conspirators did not care about the dangers of putting an over-loaded and completely unsuitable dinghy into the sea. They just wanted to get paid. Sadly, many of those on board the boat ended up paying with their lives."
