Research analysing London homicides between 2019 and 2023 indicates that killers of non-white individuals are more likely to evade justice compared to those who target white victims. The study found that non-white British people made up 61% of all homicide victims in the capital during this five-year period. When focusing specifically on unsolved murders, the data shows that 92.9% of these cases involved a victim who was non-white.

The findings, detailed in an analysis by Action on Armed Violence, further highlight a significant disparity for black victims. Black individuals were victims in 40% of all homicides recorded in London between 2019 and 2023. Crucially, they represented 73% of all unsolved murder cases during the same timeframe. This trend was even more pronounced in specific types of violence, with black victims making up 83.7% of victims in unsolved shootings and 73.5% in unsolved stabbings.

Metropolitan Police Response

Commander Paul Brogden, the Metropolitan Police's head of homicide, acknowledged the disproportionate impact of serious violence on certain communities, particularly young black men. He stated that these groups often have lower trust in the police, which can lead to victims or witnesses being less likely to come forward. The Met is reportedly working to improve this trust. Brogden noted that identifying suspects in shootings and stabbings on the streets requires extensive investigative work, especially when compared to domestic homicides, and that witness evidence is often vital for securing convictions.

Detective Chief Inspector Alex Gammampila added that firearms offences are generally more challenging to solve due to the greater degree of planning involved compared to spontaneous knife attacks. The average age of homicide victims in London is around 36, but for unsolved cases, this average drops to 28, indicating a concentration of unsolved murders among younger victims.

Firearm Violence and Unsolved Cases

The research also found that deaths by shooting were more likely to remain unsolved than those by stabbing. Between 2019 and 2023, shootings accounted for 8.7% of all homicides in London, while stabbings represented 65.3%. However, among the 41 murders that remained unsolved during this period, shootings constituted 38% of cases, more than four times their proportion of overall homicides.

Iain Overton of Action on Armed Violence commented that London's unsolved murders are concentrated among young black men and cases involving firearms. He suggested that this situation risks deepening existing mistrust and creating a perception of unequal protection under the law, which he described as detrimental.

Despite these challenges, the Metropolitan Police maintain a high homicide clearance rate, with nine out of ten killings resulting in justice. In 2023, London recorded 97 homicides, a decrease from 153 in 2019, marking the lowest number in a decade. The study noted that between 2015 and 2024, there were 110 unsolved homicides, representing 9% of the 1,222 killings during that period.
