Incident → evidence → outcomeSpecial Constable Rajay Campbell has been dismissed without notice after a misconduct panel determined he raped a woman at a Premier Inn hotel in Greenford, Ealing. The incident took place on 26 August 2023.
The misconduct hearing was told that the victim, identified as Ms A, reported Campbell repeatedly stating “It’ll be quick” while she pleaded not to be assaulted. Campbell contested Ms A's account but acknowledged that sexual intercourse had taken place, asserting it was consensual.
Events of the night
The panel heard that Ms A had invited Campbell to join her and her friend, Ms C, at the Premier Inn hotel around 10:30pm on 25 August 2023, to watch a film. The trio consumed vodka and lemonade. Ms C fell asleep at approximately 3am, at which point Ms A and Campbell were reportedly engaged in playful physical contact.
Ms A stated that Campbell then requested sexual acts, which she refused. The panel heard that Campbell proceeded to climb on top of her, restraining her arms and attempting to force her to perform a sex act. Ms A reported that Campbell checked if Ms C was asleep before pulling her legs down.
According to Ms A, Campbell repeatedly whispered “It’ll be quick” despite her pleas, including “I don’t want it, please like, just leave me alone”. She had previously indicated she did not wish to have sex due to a recent relationship ending. Ms A reported that she attempted to push him away but was held down, with Campbell using his elbow to restrain one arm and his other hand to cover her mouth.
In the morning, Campbell reportedly jumped on Ms A and kissed her in a manner described as jokey. Ms C intervened at one point to pull him away. Later that day, Ms A recounted the events to Ms C during their taxi journey home.
Campbell's defence
Campbell disputed Ms A's claims, stating the sexual encounters were consensual. He broadly agreed with Ms A’s account of the evening's sequence of events. However, the panel noted inconsistencies in his evidence. Campbell had initially stated on a form that no sexual intercourse occurred. In his interview and oral evidence, he accepted that sexual intercourse did happen, maintaining it was consensual. He attributed the discrepancy on the form to his aunt completing it, stating he had only given it a 'quick scan and signed it'.
Following the findings of the misconduct panel, Special Constable Rajay Campbell was dismissed from the Metropolitan Police without notice.
