Six Enfield drivers fined for Blue Badge fraud at Highbury Corner court
Council warns misuse of disabled parking permits will lead to prosecution and criminal records

Mostapha Al-Turk, 53, of Winchmore Hill, was fined £720 for using a cancelled Blue Badge in New River Loop Car Park on 17 December 2025. The badge had been reported lost. Al-Turk told the court he found it.
Michael Brennan, 67, of Enfield EN1, was fined £720 for displaying a Blue Badge belonging to a deceased person in Silver Street on 12 December 2025. Brennan confirmed he knew the badge holder had died.
Ann Jackson, 66, of Enfield EN1, was fined £720 for misusing a care-home Blue Badge for residential parking on 8 January 2026. The badge was registered to a care home and could only be used for transporting disabled residents.
Theothosia Menicou, 67, of Enfield EN3, was fined £266 for using her deceased husband’s Blue Badge in a resident-only bay on 10 December 2025. The badge had belonged to her husband, who died 18 months earlier.
Idris Sahin, 51, of Chingford, was fined £987 for using a stolen Blue Badge in Cowper Road, Edmonton, on 19 October 2025. The court ordered him to pay the highest fine of the six cases.
Guney Yilmaz, 35, of Hertford, was fined £420 for displaying a photocopied Blue Badge in Fore Street, Edmonton, on 17 January 2026. Yilmaz held a valid badge but did not produce it when asked by an enforcement officer.
Council warns of zero tolerance
Maria Alexandrou, Enfield Council’s cabinet member for environment, said the council takes a zero-tolerance approach to Blue Badge misuse. She described the offences as fraud and said they would not be tolerated on the borough’s streets.
“Using a Blue Badge that doesn’t belong to you is purely and simply fraud and will not be tolerated on the borough’s streets and car parks.”
Alexandrou said anyone parking in a disabled bay with a fake, stolen or misused badge would face prosecution, fines and a criminal record. The council has prosecuted 18 drivers for Blue Badge fraud since June 2025.
How to report misuse
Enfield Council urged residents to report suspected Blue Badge misuse. Reports can be made by emailing enfield@bbfi.gov.uk. The council said it would investigate all reports and take appropriate action.
Blue Badges allow people with disabilities or health conditions to park closer to their destination. It is a criminal offence to use an expired, cancelled, stolen, fake or altered badge, or to use one without the holder present.
